Well, that's not exactly correct. No one saw World War I coming. Even the Kaiser thought that war against England (with his own family essentially) was unthinkable. World War II however, was considered by some to be unavoidable, given how the previous war ended. Ferdinand Foch's uncanny prediction is legendary: "This is not peace. It is an armistice for twenty years."
